It would seem to me that the position should be funded by the companies like Rexnard and Carrier that are eliminating the employees rather than the Chamber. My experience has been that large companies generally help displaced employees work through job-hunting techniques, training, transfer, relocation issues, etc. as a way of softening the hardship caused by a closure. Otherwise, how will the Chamber decides who does and does not get help? It would seem more logical to me that a state agency would coordinate the activities needed to help displaced workers land on their feet.
