Who is to pay this tax? The NFL, the visitors, the hotels and eating-drinking places that will be visited? In every case it will be the visitors. How about a special festival tax for persons not from Marion County? Probably not constitutional, but it reminds me of the refundable VAT in England.

The concept of RIF is attractive, rational, and logical, at least in my opinion. Let the benefactors of the entertainment and sports activities fund the costs; it is that simple. Equitable implementation and compliance could be challenging but is doable. As an everyday taxpayer who can't afford Pacers and Colts tickets etc. I'm tired of paying part of the freight for those who can.
